I do think so. Maybe that's why they never released it, maybe they gave it to Lil' Wayne to look at and add some production or something and they decided that he should keep it for his album. If Nelly and Justin Timberlake are credited as the authors (if the song makes it into the album), I think it's safe to say it's Crowd Control, cause they didn't write a song together for Shock Value that we know of, JT added his chorus to Give It To Me after Nelly and Timbaland had written it.
